Abstract
The aim of the present study is to design a network governance model for the education system of the Islamic Republic of Iran. The research is of an applied type, and to carry it out in one stage, semi-structured interviews with experts were conducted and data were collected; then, the data obtained from the precise implementation of the interviews were analyzed using the content analysis method. The research validation was also conducted using Lincoln and Guba criteria. The components identified from the interview analysis were categorized under the following overarching themes: governance role and structure; people, social participation and social capital; actors and stakeholder networks; mechanisms and processes of network governance; resources, capacities and empowerment; culture and values; challenges and implementation barriers; and goals and consequences of network governance. As a result, this research, in addition to providing a comprehensive and multifaceted conceptual model for network governance in the country's education, showed the necessity of aligning strategies with cultural and social realities in the path of achieving efficient governance and paves the way for educational transformation and justice at the level of religious democracy by relying on social capital and real community participation.
