Abstract

Islamic universities, as key institutions in Muslim societies, play a pivotal role in nurturing elites, advancing scientific knowledge, and reinforcing ethical and cultural values. Despite their significance, a comprehensive framework for identifying the constructive components of Islamic universities remains lacking. This study aims to develop a systematic and integrative model to identify the indicators and categories constituting Islamic universities. The research was conducted using a two-stage approach. In the first stage, a meta-synthesis method was employed to extract 63 key indicators from previous studies, which were then classified into nine main categories. In the second stage, the Delphi technique and the participation of academic experts were used to validate, refine, and supplement the indicators with 11 new items. The results showed that management and organizational structure, education and research, ethics and justice, social and cultural, financial and reward systems, continuous development and improvement, international communications and interactions, students and professors, and the university atmosphere and environment play an important role in the formation of an Islamic university. The findings present a coherent framework based on empirical evidence and expert consensus, which can serve as a guide for policy-making, management, and evaluation of Islamic universities. This framework can support strategic planning, foster new research, and enhance the performance of Islamic universities.
